Regulation Requirements for Risk Communication in Supply Chains with Respect to the Regulation EC No. 1907/2006 (REACh-Reg)

Brief Description
On June 1, 2007 the regulation EC No. 1907/2006 (REACh-reg) came into effect. Apart from aiming at harmonising European Union law on chemicals, it seeks to provide a high level of protection for health and environment, ensure the free movement of substances as well as contribute to improving competitiveness and innovation. In particular, the regulation emphasises the great individual responsibility supply chain actors have to exchange substance-related information between each other to facilitate the safe handling of substances as outlined in the regulation. This results in the formulation of implicit and explicit demands for effective risk communication.
The great heterogeneity of supply chains in the chemical industry leads to the question of whether the incentives and barriers for risk communication created by the REACh-reg influence the respective supply chains in the same way. Therefore, this paper characterises supply chains as well as the actors involved and models their interaction. While the relations are depicted in a model-theoretical way in order to identify those factors enabling effective risk communication, the theoretically obtained results are validated with the help of methods from experimental economic research. Thus, this basis provides the possibility to determine where the incentives and barriers created by the REACh-reg support effective risk communication lie and where further support is necessary.
According to the epistemological standards illustrated above, the dissertation contributes to the politico-economic discussion on better and more intelligent legislation. It is composed cumulatively.
